NORTHEAST ILLINOIS NECA &
IBEW LOCAL 701 DRUG TESTING
PROGRAM
In order to keep the NECA & IBEW 701 Drug Policy current and in compliance with
Federal Drug Testing guidelines the following change was adopted on March 12,
2007. The change was made with the recommendation of the MAP Committee and the
approval of the LMCC Board of Directors.

Drug test results that are returned "diluted specimen" shall be considered
as positive. The person being tested may appeal at which time they will be
offered a hair sample test. Should the results of the hair sample test be
returned as negative, these results shall stand as the final result and the test
shall be paid for by the LMCC office. Should the results of the hair sample test
be returned as positive they shall be used to confirm the previous urine test.
Positive result hair test shall be paid for by the donor.

" Alexandria, Virginia -- NECA-IBEW 701 LMCC in Warrenville IL. has been
officially recognized as Nationally Accredited for Administration of
Drug and Alcohol Testing Programs (NAADATP) by the Drug & Alcohol
Industry Testing Association (DATIA). This accreditation means that
their facility, operations, and personnel meet the highest standards in
areas such as regulatory compliance, client confidentiality,
accountability, company service standards, operational practices,
business ethics, and professional competency for drug and alcohol
program management. A primary requirement of the NAADATP Program is that
the principal(s) of NECA-IBEW 701 LMCC have attended comprehensive
training on standards of program management and have passed an industry
developed exam on these policies and procedures. "
We are proud to have attained the accreditation stated above and will
work to constantly improve our program for the benefit of our members, our contractors
and our customers.

The dangers and costs which alcohol and other chemical abuses can create in the
electrical contracting industry in terms of safety and productivity are
significant. The parties to this Agreement resolve to combat chemical abuse in
any form and agree that to be effective, programs to eliminate substance
impairment should contain a strong rehabilitation component. The parties
recognize the EMPLOYERS right to adopt and implement a
drug and alcohol policy subject to all applicable laws and regulations,
procedural safeguards, scientific principles, and legitimate interests of
privacy and confidentiality. However, the UNION has negotiated regarding the
terms of the EMPLOYERS policy. When drug and alcohol
testing is performed, all testing shall be conducted in accordance with the
procedures outlined in the policy |

January 1,
2004 All personnel referred or receiving permits to “Drug Free” shops shall be in the
pool used for random drug testing selection. Contractor supervisory personnel
that work on the jobsite are also subject to this
testing procedure.

Drug testing reciprocity with IBEW locals # 134, # 176,and # 461 went into
effect December 1, 2005.
Members of Local 701 will not drug test in locals participating in this
agreement. Members of the locals participating in this agreement will only drug
test in their home locals and participating locals will accept the home local
drug test as compliant with each locals drug test policy. This agreement between locals
will eliminate excessive and unnecessary drug testing for the convenience of our
members and contractors. For additional information local 701 members may call
the LMCC office at 630-393-1701 extension # 5. |

Drug testing reciprocity with IBEW
locals # 117,and #150 went in to effect. As with drug testing
reciprocity in other locals, members of these locals must be drug test in there home locals to receive a permit in local 701. Local
701 members must be drug test in 701 to receive a permit in
these locals.
With the addition of these two locals all IBEW locals in Northeast
Illinois now have drug testing policies in place. Members will need to
test only in there home locals to be considered drug test compliant in
any of these locals in Northeast Illinois.
